On our return trip, we noticed the beach sanitation staff open up the Pico-Kenter Storm Drain to the ocean so that the accumulated sludge and debris can drain to the ocean...  Double Yuck!...  If it were me, I would have raked away the heavier debris, trash and recyclable plastic and collected it so that it did not drain out to the ocean... just sayin'...
